Introduction
ID-Only decisions verify an applicant's identity without assessing their creditworthiness. These decisions help credit unions efficiently process membership applications and maintain compliant identity verification records.
Once an ID-Only check is complete, users must explicitly action the decision—just like loan applications—to maintain clear records of what action was taken and keep the In-progress workflow manageable.
ID-Only Decision Outcomes
ID-Only decisions can have the following outcomes:
ACCEPT - The identity verification passed all checks. The application can proceed to membership approval.
REFER - The identity verification requires manual review before a final decision can be made. This typically occurs when the ID score is 34 or lower (out of a maximum score of 35), triggered by policy rule REF11.
DECLINE - The identity verification failed to meet minimum requirements. This typically occurs when the ID score is 29 or lower, triggered by policy rule DEC13.
PENDING - There has been a No Match result or a technical issue (typically at TransUnion) preventing completion of the check. These decisions require follow-up or re-checking.
Understanding ID scores and outcomes
Whether a decision results in a Decline or Refer is determined by the applicant's ID score. For detailed information on how ID scoring works, see Identity Checking and Scoring.
The typical threshold settings are:
Score 35: Accept - all checks passed
Score 30-34: Refer - satisfies remote lending and AML regulations but requires manual verification
Score 29 or below: Decline - does not meet minimum requirements
Note: These thresholds are configurable and may vary by organization.
Why Refer outcomes occur
A score of 30 or higher satisfies Money Laundering Regulations but may trigger a Refer due to possible issues such as:
Electoral roll duration under 12 months
Date of birth mismatch
Address recency warning
Even though these decisions satisfy regulatory requirements, you may wish to request supporting documents such as a driving licence, passport, or proof of age card—particularly where the date of birth does not match.
Processing ID-Only Decisions
When an ID-Only check results in an ACCEPT, DECLINE, or REFER outcome, users must explicitly action the decision before it moves to the Complete workflow.
To action an ID-Only decision:
Open the decision from the In-progress list
Review the applicant's details, ID score, and any uploaded identity documents
For REFER outcomes, consider requesting supplementary documents to resolve verification issues (see Requesting Supplementary Documents below)
Click the Action button at the top of the decision
Select one of the following:
Accept - Confirm you are proceeding with the membership application
Decline - Reject the membership application
Withdraw - The applicant has withdrawn their application
Assigning decisions
Like loan applications, ID-Only decisions can be assigned to specific team members for review using the "Assigned to" dropdown at the top of the decision.
Workflow and Decision Lists
ID-Only decisions follow the same workflow structure as loan applications:
In-progress - All new ACCEPT, DECLINE, REFER, and PENDING decisions appear here and remain until explicitly actioned.
Complete - Once a decision has been accepted, declined, or withdrawn, it moves to the Complete workflow where it can be filtered by final status.
Historical decisions
When these changes were deployed:
All existing PASS decisions were converted to ACCEPT
All existing FAIL decisions were converted to DECLINE
Decisions completed before January had their final status automatically set to ACCEPT/DECLINE and moved to Complete
Decisions from 1st January 2026 onwards remain in In-progress until explicitly actioned
PENDING decisions remain in In-progress until explicitly actioned
Export Decision Data to PDF
Export to PDF enables users to create a PDF of the ID-Only decision that can be appended to a member file in a core system.
How to export an ID-Only decision
View the decision
Click the Action button at the top
Select Export PDF
A summary of the applicant's details, their ID score, and any additional documents uploaded to prove ID will be exported to a zip folder in your computer's downloads.
Note: The Export PDF option is available for decisions with a final outcome of ACCEPT, i.e. they have been accepted, before the export option appears.
What's included in the export
The exported PDF includes:
Applicant summary information
ID score and verification details
Any ID documents uploaded by the applicant
Data Retention
All information in the NestEgg dashboard has a data retention policy linked to it. Our policy is compliant with regulations and ISO certification. It is not configurable.
For ID checks (all outcomes) the Personal identifiable information is removed after 90 days. Making Export to PDF imperative if you wish to retain the data for loner than 90 days.
GDPR compliance for exported data
When exporting to PDF, these retention policies are no longer enforceable as the data has left the dashboard. You must ensure compliance with your own data retention policies and GDPR requirements, including:
Minimizing the amount of data stored about an individual
Ensuring data is only kept for as long as appropriate to its purpose
